It always helps if the performance indicators are identified and made public in advance. Do any of us know what the RFL set as their criteria for success or failure with the previous system.
What constitutes success or satisfaction with the new system. Maybe the club with the lowest central distribution making it to SL.
Maybe it's just best to make it up as we go along and employ more Spin Doctors.
It's always the case, when somebody gets a piece of pie hey want to keep having it year on year so best way is to ensure you don't lose it by locking the doors and keeping others out. We know it didn't work but it does seem to in NRL and NFL but there has to be some structure underneath it to keep talent coming through, hopefully they'll make a complete balls up of it and RL will benefit.
