I wouldn't like to suggest that perhaps the local Rugby Union people may have leaned onto the Football people who were backing this idea...

Bradford Bulls - apparently they are a beacon in SL and all clubs should be like them. Chuck money at them in vain hope no one realises you made a pigs ear of "assessing" their licence application. Then fart around in the vain hope the situation will sort itself. Failure and embarrassment.

Northampton - announce them as a new championship club without actually checking they can fulfill their requirements. Club dead. Failure and embarrassment.

Numerous clubs ignored or bullied along the way. Failure and embarrassment.
