Just a quick thought on this: if there is a match review panel that looks at every game anyway, then what is the point of the referees' 'on report' system?

What he should have done was wait until a player had scored under the sticks and then fell on his face with a cowardly elbow.

Match Review system more to highlight incidents that the officials haven't seen. Placing a player 'On Report' is where the Referee has seen the incident, but would like to have it checked further. It will never please everyone really, but the alternative is enough Red and Yellow cards to rival a football match.
